You get this quest when you first speak to Aran Linvail at 17 in the Shadow Thief Guildhall during Chapter 3. The Shadow Thieves are expecting an important shipment the same night. Your job is to meet Mook at the dock and help her protect the shipment.
If it isn't night, find something to do, or go to an inn and rest until nightfall.
Go to the Docks District and find the shipping dock at 23.
Go down the stairs and speak to Mook. She will tell you she has seen a man pass by four times. She wants you to back her up if he comes back.
Soon enough Lassal turns up on the scene. Mook goes to talk to him, and Lassal kills her, then turns on you. Lassal is a Vampire, meaning he can drain levels, so try to have Negative Plane Protection on your front characters.
Beat up Lassal until he turns into a cloud of mist and flees.
