How to join:

1. Go to the Clerk's Ward.
2. Head north in the Clerk's Ward to the Civic Festhall.
3. Inside, speak to the big man called Splinter and ask about the sensoriums. He will tell you that the private sensorium is only available to members of the Sensates. Or, you can ask about the Sensates.
4. You should now have an option to ask Splinter to join.

If you did the Nemelle quest related to the decanter and reunited her with her friend (found in the café on the eastern side of Clerk's Ward) none of the above might be necessary though. If you talk to Nemelle's friend after they are reunited she'll tell you that you and her were once lovers and that you are already a Sensate. Now all you need to do is go talk to Splinter and tell him of one of your experiences and you'll be a Sensate again. But this option isn't as good as the one above, because you miss on the special ability you would otherwise get (Sensory Touch).
