    More like a long coat, maybe. Hard to see from this one picture. It seems to fulfill the same role as some of those anime characters that seem to wear nothing but belts.

    The Sith had weird clothing fetishes. In the True Sith culture it's possible that the Force Sensitive priests wore robes or they adapted the habit from the Renegade Jedi that took over. So it could be a long robe with a chest armor worn over it.

    In the entire Middle East men wear robes too. And plenty of other places as well. The whole robe thing for the Jedi and Sith by extension (both being monastic organizations) comes from the robes the monks here on planet Earth wear.
