Didn't BioWare say there was no hard XP cap?

    Well, there is. And it seems you can hit it way before completing the base game with Descent and Jaws of Hakkon, let alone Trespasser.

    I've heard various opinions and rumours, including that once you hit some level there are no more opportunities to gain combat XP since everything is levelled lower than you are. Well, obviously not in the DLCs. I gained the requisite >100K XP in no time in Frostback Basin alone, except there's simply no level after 27.

    This obviously sucks and puts BioWare in a bad light for failing to get such a basic aspect of the game right, along with their controversial moves such as removing manual attribute selection and getting stats from equipment as opposed to vice versa.

    But allow me to quote BioWare's Creative Director Mike Laidlaw:

    They key is to not have a cap. When you arbitrary just stop getting experience, it honestly kind of sucks in my opinion. The way experience is granted in Inquistion is as you tackle monsters and going after things and as they get too low level for you they stop granting you experience. This is a fairly standard RPG mechanic and by the time you’re capped out and no longer gaining experience, you’ve killed some of the toughest stuff in the world.

    You’re probably done with the game because you’ve killed almost everything, so that’s kind of our approach. It’s more of a soft-cap and there will be a point at which you stop leveling up somewhere.

    And yet, they did a hard cap. At way way less than you can gain from a normal run through the game with all DLCs. Hope it was bad communication or they changed their minds later or something, rather than simply lying.

    Plain dumb and counterproductive and serving no legitimate good purpose for the game. What's the point of simply denying or restricting players for its own sake? Does it make someone feel better or what?

    Meh. It's modern BioWare, this should've been expected (in fact, I don't think there was a Bioware game that I've played that didn't have one, I always thought there was in Inquisition, but admittedly I didn't play it much).
