Bedai-Lihn will agree and tell you a password ("the city will burn")-done. But, when I go to Scofflaw Penn, all he does is eventually force me to ask why she sent me to him if he wasn't part of the Anarchists? He then says that shes a nutjob who was madly in love with him. There is no dialogue option about joining the Anarchists, or killing Qui-sai(Stone guy). When I return to her, she doesn't offer any other dialogue options, so now, what have I done wrong?

I'm still barely holding on to Lawful status, so does being Lawful/Good have anything to do with this? Do I have to go get a Lim-lim and turn it to stone, even though no one (in-game)has mentioned this to me?

Did you turn in Vaxis (the Anarchist posing as a zombie) back in the Mortuary at the start of the game? If you did, Scofflaw Penn won't let you join the Anarchists.

Your alignment shouldn't be a problem.

Mmm... I seem to remember turning Vaxis in and becoming an anarchist in both my playthroughs. Are you sure this cuts off joining them?

I thought I didn't turn Vaxis in to Dhall

but I seem to remember telling him that I was taking over for him, so he gave me his stuff.

I'm gonna try the stone Lim-lim route just to see if it works. I've heard yes and no on that issue.
