Why Can't I sell anything but Gems in Kuldahar? Is it because of my Low Charisma? Or am I overlooking something?

YOU CAN ONLY SELL CERTAIN ITEMS AT CERTAIN SHOPS. THAT MAY BE YOUR PROBLEM.

YOU CAN SELL IT AT THE WEAPON SHOP JUST TO THE RIGHT OF THE INN

To get top dollar for your stuff (at least in my experience)sell to these people or have them identify them
Orrick the Grey- spells, some magic items
Gerth-pelts, jewelry(magical too), bardic instruments, gems
Conlan-weapons
Fiddlebender-potions
Priests of Illmater-They will buy just about everything at a fair price

or just wait until the hand, since elven shades apparently have all sorts of jack.

there is a map in the instruction manual of both easthaven AND kuldahar... you should be able to easily find all the locations. Also, the shades in one part anyhow (the commons area) dont sell much really, the fake humans in the dragons eye sell good **** though :)
