First off, can I use a custom portrait in this game much like the BG and IWD series? I'm just going to use it for single player, Is there just a folder named portraits I can paste it into? If so, what are the dimensions of the portrait?

Next question, while playing on a server online I was presented wiht the decision to be a kobold or a goblin while starting a halfling. Any way to be a kobold or goblin on single player? The idea of a kobold monk is just too appealing.

Yes, you can (and should) definitely use custom portraits. Just put them in the Portraits folder.

I know of no way to be a kobold or goblin in single player.

For a kobold monk, you could go with a Shifter. You would need 5 druid levels and then 7 shifter. For the third class, you could take monk, which is the perfect match for the shifter. It takes a while, but it's the only way ;)

Kobold specialized shifters are pretty simple, i bet you could do it. Shifter class by itself is pretty complex, though, hehe

Anyway, even if you did it, it would still be more of a rogue-kobold, with Hide in Plain Sight and 2d6 sneak attack.

EDIT:
Kinda remembered it's not the only way... there are cheats to alter your appearance. So, while you wont be reptile in nature, you'll appear as a kobold at least. Check SP for console commands to do that.

here's a link describing how to go about custom portraits: http://nwn.bioware.com/builders/portraits.html

as for changing your appearance, some modules use SetAppearance(), which (as Gothmog mentioned) you can also access from the command console; this just gives a purely cosmetic change to your PC's appearance - here's a list of the default range of possible appearances: http://www.nwnwiki.org/Appearance.2da

other modules also utilise the character subrace field to implement appearance changes, enabling not only the appearance change to be hard coded into the module, but also allowing special racial abilities to be handled as well - possible examples would include vampiric abilities, lycanthropy, mind flayers and others

The shifter idea is a good one, because then you will have all the attributes of Kobold Commando as well. It would be interesting to role play someone who stays in Kobold mode the whole time . . . . .

The nwn.bioware link is blocked from my school's comp, so I still don't know how to get my custom portrait into my game. I have NWN platinum, and when I open the NWN folder in program files folder, it just gives me another folder named nwn. After expanding this I get all the other folders for the game, but the portraits one wasn't one of those. Is the portraits folder a sub-folder of these? the levels go something like this...

Program Files
-Neverwinter Nights
--NWN
---A whole bunch of folders with all the game stuff, but "portraits" isn't present. I made one named "portraits" at this level and inserted my portrait with the same dimensions as my BG2 one. What are the dimensions anyway?

As said before, is the portraits folder a sub-folder of the whole bunch of folders level? I made one AT the "whole bunch of folders" level and it diddn't work. Sorry If my explanation is really bad...

Hmm, I don't remember having to create a portraits folder and I can't remember the dimensions, but you do have to have about 6 sizes of your portrait to fit all of the various places it shows up in the game. I just get all my custom portraits from the nwnvault. The artists there are amazing and there are 100s to choose from.
