With sap, a hit would potentially (save versus discipline check) daze an opponent for 12 seconds. It has been removed from the game for game balance.

Really, didnt notice

When I first played in the Prison some of the escaped convicts sapped me a few times ... I stood there with little dots over my head until I recovered.

No fun at all.
