I read something which said that resting will be instantaneous. How will that work? When the spell casters rest to regain spells, how does time keep progressing on the servers for the players not necessarily on your server? Will the DM be able to prevent characters from resting too frequently?

Yea, resting will be limited to X times a day and the server will keep track of that so that you won't be able to sleep every time you feel like healing or re-memorizing all of the spells.
