is there any place i can view all teh spells in NWN and what they do?

Yep, buy the 3E players handbook, preferably through sorcerers place and amazon. Tells you all the other essential information like skills and feats too.

Getting the PHB is a most for playing and understanding 3E and thus NWN but I think there is some limited info on spell on the Interplay website. Tal had a new bit up around 3 weeks ago that listed the spells. As for spell descriptions go buy the PHB. Tal will love you forever if you get it through this site. ;)
