i swear that i have done everything in my power to beat chapter 2 i have been in every house and area and read many walkthroughs. iwas told there is a bug and i tried to remidy it but it didnt work. can anyone tell me how to get into luskin and if im an idiot and missed something small.

did you talk to the gate guard north of the Green Griffin Inn after taking to the Spymaster (whatever his name is), after giving Aribeth two pieces of evidence locating the cult in Luskan? That should be all you have to do, bring Aribeth two pieces of evidence saying that cult is based in Luskan, then take to the Spymaster and he'll arrange for the gate guard in from of the gates of Luskan to let you into the city.

yes i swear ive done every major quest the only thing i can think of is i missed something in charwood and i cant get back to it or there is a known bug for the issue but that didnt seem to work.

You only have to do two of the three areas to get the required evidence. I made it to Luskan doing only two, so skip Charwood and go do the other areas.
