How much time actually goes past from the beginning of Bladur's Gate to the end of TOB? And why if you play as an evil character haven't you amassed your own army and set upon a campaign of slaughter? time constraints? Lack of charisma? Lack of evil booming voice?

LOL, I don't have ToB so I'm not sure but I think there is another way to do it. Afterall, you can choose to become a god at the end of ToB so there must be. Unless all ToB is is creating a huge army so they can be slaughtered, which it doubt :).
Oh by the way I think the time it takes is however much time you do decide to take, just look at the journal for the date. If you are really curious go start a game in BG1, go into the journal, write it down, and then go do the same with ToB. ToB date - BG1 date = your answer! :)

Maybe because Gorion was sheltering you, trying to bring you up to be wholesome and good, all the other Bhaalspawn got to raise an army first and there's none left for you.
OTOH, I've seen lots of Kobolds in need of a leader...
