I have a bit of a question. I've seen the mod that gives NPC Drow their natural racial abilities back, is it possible for someone to make a mod that will let you play as a 'true' Drow with all their racial powers and stat ranges? Or is one already out that does just that?

Just use SK.

Aye...you don't need a mod just to add 65% MR and what have you...

You can change the paper doll and your avatar to match a drow cleric, wizard, fighter as well...

There is a mod in development at http://www.forgottenwars.net which will also chnge some of the game dialogs to reflect that the player is a drow.

However, it's not one I have been following too closely, so I couldn't say what progess is like.

Use SK to lower your rep by 2. ;)

There's also a mod to play as a Drow in development at The Chosen of Mystra that looks promising.
