I'm stuck in the Boo quest, i can't find him in the docks, so where should i go?

Go to the docks. At that hotel where whatsisname, Ployer I think, cursed Jaheira, there is a boy standing outside a door on the top level of the hotel, i.e. don't go in there. When he sees you Minsc will say something like I saw you staring at Boo. The kid will run off into the nearest door on that level, just follow him.

After you talk to the pet store owner, you will be sent to the Gov. District. IIRC, the girl is in the fountain at the lower left side of the map screen, I think it is near Keldorn's home, not sure though. Hope this helps.
