It won't give me the 25% in fire resistance! I'm playing a cavalier that has natural 20% fire resistance plus the ring of fire resistance 40% to give me 60%. I tried swithching but I only get 20% or 60%. It does give me the 25% in cold and electrical.

This is interesting, because I had that item on Minsc for a time, and I'm positive, it gave all the resistances that were listed in the description. Hmm...or maybe not?

The dragon helm seems to override the other protections. Bioware was lazing again I think, since the protective effects from the stuff you'll find in Firekraags dungeon (the ring was found before and in BG-1, so it is an old item), namely: red dragon scale, dragon's helm and dragon shield in fact do add. Bioware !!!!
Actually I forgot how it works with the ring of fire elemental control from the mindflayer dungeon in the underdark :(

The dragon scale and sheild do add the bonuses just not the helm.

From what I remember, the dragon helm actually SETS your resistances to 25; it doesn't add 25 to your current resistance. As you cavalier already has a certain amount of fire resistance, I think the natural one overrides it. Try the helm of defence instead.

Indeed, that is where many go wrong. There are two options: Resistance SET to a percentage and Resistance ADDED to the percentage. The description of the Dragon Helm says: Sets Fire, Cold and electrical resistance to 25. You would discover that when Cold of Electrical resistance would be higher then 25 it will also be reduced by the helmet.

The resistance bonuses seem to stack really wierdly so that if you take everything off and start putting them on in a different order, you can get different results.
