I'm contemplating buying TOB. I've heard romances from BGII can continue in TOB. How does that work?

You just have to continue the game in ToB with a game from SoA inwhich you had an romace active and complete (Jaheira received her pin, you didn't sleep with Aerie, Viconia says she loves you, but it won't work out, Anomen says her loves you and talks to you in spellhold).
You install ToB, start a SoA save and fight against Irenicus and the Add-On will start automatically, or you start ToB and import a save (best one before fighting I., but after using the tears, do you get the boni).
Then your partners will start talking to you again and again, but most dialogues are triggered by events, so pausing will not work always.
Easy.

I thought mages could only get to level 31, but it still is powerful.
