I don't remember if I asked this or not (I tried looking but found nothing so I probably didn't)
but is there a way to edit the Monk's movement rate? Lowering it to zero with Shadowkeeper doesn't work. Would editing of the 2da files have something to do with it?

Yeh you have to use shadow keeper but you dont lower it you raise it (from 0 to 2 or 3)
