I recently did a clean reinstall, then applied my standard mod list, with a few differences. Since then I've been noticing a lot of slowdown in wierd places (Brynnlaw and the Druid Grove, for example) where there wasn't any before. I can only assume this is a mod incompatability issue, in which case it would be easy to diagnose since the only big difference in my mod list is Refinements instead of Divine Remix.

Has anyone else encountered something like this? How did you fix it?

General slowness like this is usually script-crunching, particularly item checks. If you have a lot of items in inventory (i.e. including bags of holding) or if you have mods that include a lot of item checks. I don't recall Refinements as being particularly script-heavy.

A massive override folder as well as an active antivirus are also effective factors in addition to those CamDawg mentioned. (A bag of holding with infinite capacity containing too many items is usually the first candidate to be checked for causing this problem on ordinary computers. Powerful computers don't usually have this problem.)

I have had this problem myself recently, and I had the Bag of Holding with infinite capacity. Selling off a lot of the items in the bag helped. The slowing seemed to stop, and I also racked up a huge chunk of coin.

I had this problem in my last installation, but I had too many mods. I uninstalled, had a clean install, and had good mods in good order, this time fewer mods. (I have IA now, rejoice!) My game has never run that fast and smooth! YAY!

The slowdown due to too many files in the override is typically more related to the file size of your override folder, not necessarily the number of files (more info here (http://forums.pocketplane.net/index.php/topic,21676.msg282526.html#msg282526), though it's a bit technical since it's from the WeiDU forum). Nothing in your log leaps out as a huge mod, but all of those NPCs (and their voicing) are probably increasing your override folder size by a good margin. You can get around this type of slowdown by biffing your override folder, a common practice for large mods such as Big Picture.
