I started a CG human Ranger, intending to dual him to a cleric, which I've heard is a powerful and fun combination. However, it won't let me dual-class him. My stats are, as far as I can remember:
STR 17
DEX 14
CON 17
WIS 17
INT 14 or less, maybe around 10-12
CHA 9, I think

Anyone know why I can't dual him? I'm almost certain the requirements are 15 or more in current main stat (Con, 17) and 17 or more in second main stat (Wis, 17)

According to Gamebanshee (http://www.gamebanshee.com/dndonline/classes/2eranger.php), a Ranger has 3 primary stats - Str, Dex + Wis. So your Dex would appear to be the problem. If you don't mind a bit of a cheat, you might want to use SK to increase it to 15 and see if that works.

I have looked it up in the .2da files. Ranger to Cleric dual-classing needs: 15 STR/DEX/CON and 17 WIS. Cleric to Ranger dual-classing needs: 17 STR/DEX/CON and 17 WIS.
Note: according to the rules (and the 2da-s), the Con 17 is not required, but as far as I remember, in BG1 and/or in BG2, you need that in spite of this.

Also, should I dual to a Cleric at level 7 or at 13? I've heard both opinions around here, and I'd be interested in hearing some of the benefiets of either.

Personally, I would dual at level 7, since ultimately the only real difference is an extra 1/2 attack and a couple of HP's; not really worth the wait IMO. Of course, I only have SoA, and my comments are based on that; I don't think I would do it any differently if I had ToB, though (except that I probably would have gone multi instead of dual, but that's a different scenario).

Ranger spells aren't worth waiting for, dual at 7 :D , you'll have all your cleric casting for later!

Oh, I got a question about this, can a Berserker Dual into a ranger? Or, can someone tell me how to find out? :p

You can only dualclass into the available multi-classes. Also, you must have certain stats/alignment.
