I have poisoned all 4 water sinks and the door still won't open. Is there something else I am supposed to do?

talk to a small boy, and attack him when he changes into a snake, kill him. then u can open the door.

Esquire's right. You gotta kill a little boy named Thoraskus who's actualy the head of the Yuan-Ti. A pretty hard battle... If you poisoned all the four water sources as you said , it means that you've already gotten in his room. Do you remember killing lots of Efreeti in a room in which you got by crossing a wooden bridge?
Anyway,kill the sucker and the Hydraulic door should open.

Yes, that was the case. I have killed him once but then he appeared again in the central room with some snakes. Thanks for the help.
