My ranger has the ability to cast lvl 3 spells but can only cast lvl 1. If I try to make her cast spells, the first level spell is in color and the second and third are "blacked out" to indicating that they cannot be used. Anyone every have a problem like this before?

It sounds like your ranger's wisdom may not be high enough. If I remember correctly, if your ranger's wisdom is 11 than you would only be able to cast 1st level spells as your wisdom must be 10+spell level to cast that level of spell. Thus to cast level 3 spells you would need a wisdom of 13.

Yup, that's happened to me many a time when multiclassing rangers (not meaning to use their spell abilities) and wondering why the spell ability boxes were gray at some levels.
