Is There anybody that know were you can get cheats to icewinddale 2, i realy need it one of my party members died and i saved after now i need to create a new member but all my other members are in level 10-11 so i need to level up my new member with cheat i also need some rope!

Well, because I don't support cheating I can't and won't help you out by giving you the cheats.

I can however help you on fixing your problem by the rules set by the game.

1) Rope can be bought from the hunter merchant in the Wandering Village. (North side of town)
2) You can resurrect your dead partymember with if you have a cleric, with the spell 'Raise Dead'. Or you could talk to the healer of the Wandering Village, and get her services to resurrect the deceased character. (SouthEast side of town.)
3) In case the character has been dead for a long time and has gotten a serious setback on exp compared to the others this isn't necessarily a bad thing, because the experience you get per kill is determined of the lowest level character. So you will get extra exp if he is a lower level than the rest.

I have already replaced my dead member with a new one and i need cheat to bring him to the same level my dead member was in.

The rope i need is to my other party that is already past Wandering Village and is in dragon's eye!

A correction:
Gained XP is not determined to your lowest level character but your party's average level.

Ah. Thanx for the nit. However, that still means you get more experience, because the avarage level of the party is lower due to the low level character.
