I am at the end of chapter 5 (or so) and I am at the dragons eye place, except I cannot gain entrance to the building to start the final chapter.

You need to be more specific with your problem.

If you mean you can't enter Dragon's Eye, that is you can't go in through "the eye", then did you kill Izebelah? If you did then you have wrecked the game. Her escaping you is the trigger to open up Dragon's Eye for you to continue.

As you can imagine then, you will meet her and kill her later on...

As I understand, your problem is that you can't enter Severed Hand.
You have to pass the door guard whether by tricking him that you are a delegate or simply killing him and minions.
If you do these and can't still enter the Hand, it is probably a bug or alike. Try loading from a previous save and replaying it.
