I've began chapter 4 and done everything possible on the island. I've given Slime? the woman guard the Wardstone from that Cowled Wizard and she's gone to gat help but waht do I do now?

At the location where you met up with the female shadow thief you'll find that you can go 'up' on the map.

It's kinda tricky but there is a small area on the map border that your cursor will change so that you can proceed North to the Assylum.
