I just got to the Isair and Madae fight, and the game exported the charactors, but when I go to import them, they all say level one! Is it supposed to say that, or is my game messed?

I believe this is to allow you to replay the game from the beginning in Heart of Fury mode with the same party.

The characters you saw were the ones that were chreated when you created the party at level one, I had to export my characters by myself and then import them in heart of fury because I didn't see anything about the game exporting characters automatically

Well they should all have been saved (but without the xp of the victory itself) after you win the day. It's better to export the characters once your're done with them yourself. I saved myself a level of each of my party members that way.
