The set of rules will be a Black Isle made combination of 2nd and 3rd edition rules. It will be unique for Icewind Dale II, and I don't think you'll find them anywhere except in that game.

By 'board' RPG you mean Pen'n'Paper, right?

Go over I know, blasphemy! to the BIS boards, and ask around. They are the ones who are actually making the game. :)

Pen and Paper IWD would be Dungeons & Dragons. I'm not sure where you could get the info in Sweeden, but try the Wizzards of the Coast site.

I maybe misreading your question but are you asking the rule or the game. IWD2 is not out yet and won't be until May. As stated above you can get the rule for 3E (which in my opinion is better than 2E) from either the WotC site or online. But buying the books is your best bet if you serious. They are all on the European Amazon site.
