I can't seem to work my monk's stunning attack. It's not like rapid shot where you just activate it. How do I use it?

You activate the stunning attack. It works like a spell (you'll see some special effects on the monk). You wait for the special effect like you would wait for a spell to be cast.
THEN you attack.
