There's one you can buy (official), but it's probably way too outdated by now to be worth much. But there are dozens of free ones. Check out http://www.sorcerers.net/Games/NWN/index_toolset.htm

There are also several stickied topics on the BioWare NWN development forums which contain a wealth of info.
