The process of installing and configuring automatically uses one member ID and is never used again. There's one root account. And you don't want anyone hacking that one. #1. So, you make a secondary account. Root can still override this account, but *it* cannot remove root. And you use some 30 character password on it, and no more than 2 login attempts per 24 hours. Needless to say, you slowly type that password in if you ever had to use it. Then, you administer with user #2. If you absolutely had to fall back to the artillery, it's there and it's ready to go. Big Daddy Root. In the olden days when we started using this board, the early version still required the #1 member to be removed after the install process is done. I don't think it does any more, but it isn't really relevant. The member numbers have no effect on anything. So, for the records, the first member is me, and #1 as such does not exist.
