I assume this mage is one of the people mentioned in it -- if you don't have one name to start with, that note will give you a headache!

The name of the mage is Vellin Dahn. The person you want to talk to is outside the inn in the Umar Hills area. He will be the extra merchant. When you first go there there are only three. His secret name is Darcin Cole.
