I believe the song is started by Paul McCrane (yes, the ER doctor who lost his arm and was killed by a helicopter).

I'm not too good at this game but I tend to use it at the "climactic" scene as well. I only use a "credits" song if it happens to be played consistently throughout the movie.

less on the comedy and more on the chick flick romance angle. it was really popular back when it came out (1999). the main plot of the movie involved a bet.

This falls into the "teen" rom-com chick flick genre of movies and it was really big when it came out.

the bet in question (central to the plot) was about a girl and the prom.

I'd guess you were right. This was a fairly early film in one of the lead actor's careers and, aside from the ending, was eerily prescient about his real life issues. The "bad guy" was James Spader.
