Hi, does anyone know if a mage's project image (level 7 spell) can throw the level 3 spell minute meteor if the mage first cast it before casting the project image?

Hello -
A Project Image clone is not supposed to be able to attack others, so I doubt it. A Simulacrum clone, on the other hand, should be able to both cast AND throw the meteors (and if the clone casts it, the spell isn't used up in the original mage's spellbook).
If you are in to exploits, shapechanged image projections seem to lose their attack restriction. I don't know that meteors could be used in such a state, but having your projection morph into something like an Iron Golem (via a quick-item-slot scroll) and sending it on a rampage can be fun. Precede the shapechange by having the projection haste itself and then cast Mislead, and everyone will be scratching their heads wondering where the loud footsteps and crushed corpses are coming from. :)

Good idea!
But shapechange is a 9th level spell and takes too long to get. What do you think about the polymorph other spell? Which creature when polymorphed to do you think will have the best thaco?
Originally I was thinking about first casting Tenser's transformation then minute meteor so I will be throwing them like a warrior does, but this probably won't work.

When shapechange or Tenser transform you cannot cast spell, you gota use scrolls, which means slower and your caster level is considered 10.
Another bad news is that even if you cast melf's meteor your atks won't set to 5 like in normal form, so the spider form is best, 17 dex and 5 atks (8 atks with improved haste)

When you mention the spider form I can't help but think you're confusing Shapechange with Polymorph Self.
If you cast something from a scroll, your level is considered to be the one that's required to cast that spell, example: for a 3rd level spell scroll you're considered to be 5th level. For a 6th level spell like Tenser's Transformation it's 12th level. If you cast Melf's Minute Meteors from a scroll you get 5 attacks/round but only a small number of meteors.
If you cast Melf's Minute Meteors first and *then* cast Tenser, you'll enjoy the benefits from both and you don't have to use scrolls.
