RAR is a compressed file format, just like zip, ace, etc. You would need to extract the files from within and decide where those files go. Does that help at all?

More: You need to download and install WinRAR from the above link to be able to open up the RAR file. The RAR file is not any type of file that NWN can use natively. Get back to us when you have successfully opened the RAR file with WinRAR.
