It's never really been hidden. Most people tend not to read the warnings and labels on the things they buy. Just because no one draws your attention to it doesn't mean it's not important. It just means consumers have to take responsibility for their own purchases.
Like you have, starr777. You have your limits and your own tolerances, and this appears to cross that line, so you won't buy it. Fair enough. Yes, you should be able to re-download from the store since you've already paid. If I recall correctly, all you should need to do is log into the store and you'll be able to access anything that you've purchased prior.

<hr />Yes, you can download modules you have purchased at any time. Log into the BioWare Online Store and locate your personal Store Receipts page. All purchased digital content can be downloaded from the Store Receipts page as many times as you require. To navigate to your Store Receipts first log into the community site and select "My Account" then "Edit My Account". Under "BioWare Store" select "My downloads". You will then be taken to a page called "Your BioWare Store Downloads" that contains download links for each of the premium Neverwinter Nights modules you have purchased. Click the link and select "Open" to begin the download process.<hr />

Actually, I think there's a way around this, in addition to having dynamic hair and open face helms. Make a new phenotype (let's use pmh1 for this example) with the body part fallback to pmh0. We reposition and parent the wing and tail nodes of the pmh1 model to the head's pivot. Have the heads as wing nodes, and the hair as tail nodes.
Helms will still be as normal, but you'd have to modify them to cut the holes out so you can see the face. Duplicate the pmh0_head### to pmh1_head###, and make them bald. Make a lot of hair styles.
You'd probably have to script a barber shop to allow for people to swap their hairstyles around though, and an OnEquip/UnEquip script for when a helmet is equipped, you have to check the type of helmet (circlet, crown, buckethead, etc) and add or remove the Head/Wing and Hair/tail node as needed.
Also, with this method you're not limited by 255 body parts for heads, in addition to being able to mix and match the hair styles for more variety. You still are limited to 255 for helmets though. Also, can have the new cloak supermodels and have long hair be a skinmesh and bound to the cloak bones.
