On both the Store page and on the Edit My Account page, there is a Downloads link where you can find all of your purchased downloads.
As well it was on one of the last pages when you purchased the module.

??? I don't understand what you're saying - the 1.68 cloaks are dyable. It sounds like you're using a modified baseitems.2da and x2_s2_dyearmor script that hasn't been updated to support the 1.68 cloaks.
More: You can change the cloakmodel.2da so all the cloak models point to 0 instead of 1-7.

Check some nooks and crannies, perhaps, you know, in the vicinity of your usual dragon cave where he'd have his treasure horde nearby...

It's an effect of legacy support - the cloak objects in the OC modules haven't had their blueprints updated to the new cloak system which allows for custom PLT colours, so as a result they default to colour index 0 - the tan brown you see. For 1.68, as you know, was a fast release to enable cloaks for WyvernCrown, so we didn't really have the time to update the OC modules. But they should still be dyable if you find any dyepots lying around (or spawn them from the console).
