A couple things to check:

1. Make sure you aren't running Microsoft Firewall on your computer.

2. Try shutting down any antivirus you are running temporarily. NortonAV has caused some problems with the patching process, so it may cause trouble with this too.

3. You may need to open some ports on any router you have installed.

But we don't generally suggest playing on a laptop.
