I've kinda talked about this before.
The toolset really isn't much harder for some people to use - like me. I find it easier to use than the first one. I think the toolset is just different. I also think many people fight the NWN2 toolset and they approach it like the NWN1 toolset. Those seem to be the people that get frustrated the most.
As far as mods... I think a lot of the modders were scared away by the hyperbole about the NWN2 toolset. Many people believe what they hear and don't try things for themselves.
Then you have the critical nature of people in the NWN2 community. Whether it's a leftover from the NWN2 release, or people's nature, this community is much more vocal about what they don't like. That has extended to the criticisms of the modders. All you have to do is look at the hoopla around Adam Miller's Dark Waters. Instead of people being thankful for his hard work and effort - all unpaid for - they slammed him and their words were not kind.
Then the gaming environment itself comes into play: When NWN1 was released you didn't have many choices when it came to modding. You had NWN1 and Half Life, and that was about it. Nowadays, there is no end to moddable games.
You also have the move from the amatuer mod environment of NWN1, using Milkshape and other "easy" tools for custom content, into the more professional level of Half Life, Quake, Oblivion and NWN2. Some level of advanced knowledge and more professional tools are required and it will be the same for DA, as I understand it too. The market has shifted. Many people are intimidated by it.
So take all that into account, and more, when you analyze the situation. You can't just look at what you work with, you have to look at who you are doing it for and the alternatives, as well.

People are afraid to release mods that will be seen as amateurish. Everyone keeps making the statement that there are no good mods out there (or worse), and I am sure that has turned a lot of people away. Would you want to make mods for a community that says that?
In the beginnings of the NWN1 community there was some of that but, for the most part, the NWN1 community has been supportive of people learning and trying new things. At some point, we need the NWN2 Community to get there as well.

Since the anouncement of doom3 the average skills an average modder/level designer had in 3d modeling has increased a lot. They always said and they were right in saying that fundamental skills in max/maya/lightwave are required for your future modding projects in the general gaming area. We get paid for it, and the NWN communities are no different from other gaming communities when it comes to how the players address the developers.
But the modders are not paid and, personally, the thought of working my fingers to the bone only to be spit on would make me think twice about modding.
Be supportive & helpful and the modders will be there.
