Here are today's Dragon Age forum highlights, collected by NWVault (http://nwvault.ign.com). It's not horrible if you want to say that in the application of certain effects, only the object it's being applied to can see them. That was the case for blindness/darkness/vision type effects (some of my favorite from NWN http://forums.bioware.com/_global/images/smiles/icon_smile.gif ).
If we're talking about having each effect potentially be visible to a variable number of other objects, it becomes a fair bit more complicated. The first I could probably see a use/need for... as to the second, I'm not so sure.
