I don't think it's due to this vague "TNO draws tormented souls to him" explanation. If this is so, why is it only Annah finds the body? Why not Dakkon or Morte? Why not other tormented souls in Sigil (there must be dozens of them)?
The Alley of Lingering Souls is said to be haunted and so out of the way that very few people will go there. There must be some reason why Annah would venture into the Alley. If you say it is due to love at first sight and she followed TNO into the alley out of curiosity, I am more likely to buy this explanation. But Annah specifically said that she was "compelled" to go there, like there was a spell cast on her or something.

She frequents the area probably scavenging for items for Pharod, so I guess she was won the lucky draw for being the closest.

I think it also has something to do with the fact that the Alley of Lingering Sighs is pretty much deserted. Only dabuses frequent there, and I don't really see them as being "tortured." So I think the combination of Annah being in the right place and the right time and being a generally tormented person were what did it.
