is there a way(mod, patch, config, ...) to receive the full amount of HP/level, not just a random value?

I don't think so, but there are several editors on SP that allow you to change HP.

I consider editors cheating. To get full HP is at least theoretically possible by re doing the last fight until you get the highest dice throw, although this is pretty impossible with more than a 2 people party.

If you'd be doing the same thing with the editor, how would it be any more of a cheat than if you did it with a mod or a config setting?
