I can't seem to find Edwin. This site's NPC section said he was on the 3rd floor of Mae'Var's guildhall, but when I went there I didn't find him. Do I have to do somthing else first to get him to appear?

Edwin will be there after you perform some grunt work for Mae'Var during your quest to uncover his treachery. Mae'Var will tell you to go see Edwin for more duties to perform...

Ah well I found something:

You can do quests for Maevar after you first talked to Renal Bloodscalp on the first floor of the Shadow-thieves Guildhall.
