How do you cure a character that is encumbered:slowness
and encumbered:cannot move?

Hehehe, that certainly deserves the Question of the Week title :p
Put simply: you get encumbered when you're carrying too much stuff than you are allowed to (look on the backpack icon in your inventory to see the number of lbs or whatever your char can carry). The higher your strength, the more stuff you can carry.
So you can simply become un-encumbered (is that a word?) by removing that heavy plate mail or something from your inventory ;). Give it to someone else to carry it for you.

Either increase your strength or drop some stuff!

Put all of the heavy stuff on the fighters and the light stuff on the mages and rogues. The exception is that twit Khalid, the worst fighter in BG :p he practicaly can't carry the armour on his own back. And remember, just because some Kobold dropped a short sword when he exploded into a thousand pieces doesn't mean you have to pick it up. :D
The overabundance of short swords on the sword coast means that a measly short sword is worth practicaly nothing, the same goes for leather or chain mail.

look, just don't bother with the stupid "find the brother" quest in Cloakwood.

I disagree. The quest in Cloakwood is quite cool. I had a lot of fun killing the spider queen. (It took a few tries but it rocked when you finally won!) In addition the magic 2H sword is rather useful in the woods.
