In the beholder chamber below Athkatla, there are some clerics who summon War Dogs with spells. (obviously :rolleyes: )
However, I find that the priests in my party can't summon War Dogs, and there some to be none other in the game.
Hmmm . . . that's weird.

I think you get a chance of summoning war dogs with the Animal Summoning spells. Animal Summoning I sounds right. IIRC I have summoned some war dogs this way. It's no different from getting a gnoll or an ettercap from the mage's monster summoning spells.
