What do people mean when they say that certain creatures need a +1 or +2 weapon to be hit.

It's the rating of a magical weapon. +1 means the weapon has a +1 bonus "to hit" the creature. Weapons in AD&D range from +1 to +5 when its rated.

So if a Iron Golem needs a +3 or better weapon to hit, it simply means that your magical weapon should have a "to hit" bonus of +3, +4 or +5. Anything below that will have no effect.

When you say 'to hit' do you mean the THAC0 bonus ???

Yeah. I use pen and paper terms, Bioware likes to call the bonus "THAC0 +2". It's still the same. " 'To hit' Armor Class 0". I've shortened it after many years of pen and paper and rarely say THAC0 anymore.
