So in all the stuff I've read, here's an apparent bug (strategy?) that I haven't seen anyone mention:
When what's-his-name curses Jaheira and you track him down to the slums (I didn't bother with the gov't district -- just talked to the guys in the Coronet), you can send one person in to his room while the rest of your party waits outside.
So I sent in my palladin, waited until the wizards appeared, and walked back out. The wizards didn't follow (because of the prohibition on magic?), but the curse guy did. We killed them w/o spell casting pretty easily (turn off scripts 'cause the boy and girl become enemies after you kill their dad, but they won't attack you). And -- bingo -- Jaheira's curse was removed.
The odd thing was that her character sheet continued to say "cursed" even though she quit suffering any ill effects. I went in and killed the wizards. Still "cursed." It didn't go away until after we freed d'Arnisse Keep.
