First, I cannot find Eli-Havelhock. I've looked all over lower ward and clerk's ward. Does anyone know where I can find him.

Second, I don't think I got a receipt when I picked up Dianorra's legacy. The clerk at the Foundry wont give me anything, he keeps asking if I have a receipt and the response options are either LIE or NO. Neither one gets me the portal to RAVELS maze.

Ok, Eli Havelock can be found in Clerk's Ward (somewhere in the middle of the screen, I think he's near that poet guy somewhere). Anyway, he's placed with his back to some bigger building, so he shouldn't be too hard to find.
About the legacy... it's a big quest with many things to do to finish it so I suggest you download the Planescape: Torment FAQ/Walkthrough from my site and look for the word legacy in it.
You'll see it comes up a number of times :)
