Does anyone know exactly what triggers the portal to the north in the Trash Warrens?
(it leads to a small room with a bunch of cranium rats)

there is a rat charm on the west side of the Trash Warrens in a crate. the rat charm is the key to open that portal. IIRC the crate is just north of 3 non-hostile thugs.

its is triggered by cranium rat tails, you pick them up in the SouthWest of that area.
