"Fixing" text files

    Is there some program that works for 64-bit Windows that I can use to fix the encoding on text files so they will show up properly when I get stuff like this where quotes should be?

    I know the cause, but I can't find my Visual Studio 6 CD (it's not in with the originals like it should be and I haven't done any C programming since the late '90s), to compile C code and most of the results I find that can do a batch job are for Linux.

    I'm looking something that can fix the encoding issues with text files, especially ones downloaded from www.tthfanfic.org or www.fanficauthors.net so they display properly in Windows. Preferably something that can be run from the command line so I can feed all the text files in a directory into the program in a batch job, either using wildcards or by dragging and dropping.

    Any suggestions on something simple that can do this?
