Do you have the DOS or the Windows version?

Anyway, no idea. You might want to check out the sites Duck and Cover and No Mutants Allowed, which are specifically Fallout fansites. Or you could ask at RPG Codex where a large amount of Fallout fans congregate.

Apparently I found this on NMA, but I have no idea where to find it on their site.

I can confirm that it works. I have installed both versions of Fallout that way in XP.

I played both in XP and never had to do any of that. I just put the disk in and followed the install instructions.

If it's telling you it's not compatible with your version of Windows, just choose to "explore the disk by right-clicking on the CD-drive in My Computer, find the installer program, right-click and select "Properties", and look through the tabs for compatability mode. Set for compatibility with Win 95, and it should install fine.
At least, I think that's how it's done.
