I have a bunch of proficiency points, but I don't know how to spend them on weapon skills.

You need to find someone to train you in weapons - there are two (besides the training that you can recieve from npcs).
Look for Porphiron in Flophouse Circle, and for Korur in the Lower Ward. They can train you in the weapon style of your choice. |

I seem to remember that you can only go so far with each proficiency depending on how many fighter levels you have.
I think the levels where you can get weapon specializations (is that was it was called in PST? I can't remember) were 7 and 12. |

I think that each person can only teach you to a certain level as well. I think pophiron (sp?) can only teach you up to three +'s. The one's later on can then increase this. I believe that the guy in curst is perhaps the only person who can teach you up to the highest level.
